He was a bondsman for the marriage of Adam Huffines and Peggy Forkum. It is possible Jacob is Elizabeth's brother instead, as well as a John Hicks and Frederick Hicks, who are clearly older too. Only Hicks in Salisbury with the Huffines is Thomas Hicks in 1800. Thomas is also in Surry in 1790.

Jacob Hicks (Haixt) was also bondsman for marriage of Margaret Hicks and George Mock 20 Dec, 1814 Surry Co, NC

The common spelling of Haixt in the marriage records of Surry at that time ( even when other Hicks marriages were recorded ) implies all these were related:
Frederick Haixt & Mary Shambling 1799 bm Frederick Pinkley (probably Binkley)
Margrett Haixt & George Mock 1814 bm Jacob Haixt
George Haixt & Prudence Forkum 1817 bm Peter Forkum, Jr
Jacob Haixt & Polly Cummins 1818 bm Henry Baugh
John Houfhines & Mary Tull 1800 bm John Haixt
Adam Hofines & Peggy Forkum 1816 bm Jacob Hicks
Jacob Hofines & Elizabeth Hixt 1808 bm William Sheppard
Estate inventory of 3 Sep, 1807 for the late John Hixt by Peter Binkley ( this links Frederick and John)
also note, Peter Forkum, Jr & Margaret Huffhines 1814 bm Thomas Coluard.

Since he is not in the 1800 Census, this could be his marriage:
